Flooding discussion on tap at Deer Creek Homeowners Association meeting

DOWNERS GROVE – Two months ago, Downers Grove Mayor Martin Tully said a solution to the longtime flooding problems in the Deer Creek subdivision is not off the village of Downers Grove’s radar.

Potential solutions, including the village’s recent proposals to better control flooding, will be discussed March 9 when Tully and commissioner Bill White meet with Deer Creek residents at their annual homeowners association meeting.

Deer Creek resident Jim Smalley is not optimistic about what village officials will say at the meeting.

“What I think I’m going to hear is not much more than the same story I’ve been hearing from the village for five years,” Smalley said.

Tully at a January Village Council meeting said a fix to the flooding woes remains on the village’s to-do list. He said, however, a solution is both complicated and expensive.

Tully said he's met with Deer Creek residents several times over the years but understands they're tired of waiting for a permanent solution.

Smalley hopes village officials will present a detailed plan designed to relieve flooding in the subdivision, which is south of 55th Street and east of Fairview Avenue.

“[The village] identified us a priority project five years ago,” Smalley said.

He said a commitment from the village to improve communications with Deer Creek residents and routinely clean and maintain the drainage ditch that runs down the middle of 56th Street would be a good start.

Removing silt, vegetation and debris from the ditch would allow more stormwater to flow though it, he said.

The Downers Grove Village Council recently discussed a stormwater management proposal that would require newly constructed single-family houses to connect to the public drainage system.

The proposed regulation also would apply to major additions to existing single-family houses.

But Smalley is not convinced the new regulations alone would solve stormwater problems in Deer Creek, especially because the subdivision abuts a retention pond that belongs to the village of Westmont.

"I'm not sure if what they're thinking or planning is going to have an impact," Smalley said. "I guess I'm just skeptical. The truth is action. I started talking to the village in 1996."
